You see this all the time with ADFS especially when setting up new Claims Provider trusts.
ADFS won't accept the metadata if the certificate isn't trusted.
Normally, you just click on the "Security Report" icon in the bar at the top of IE, then "View Certificate", then "Install Certificate".
The "Install Certificate" button won't show if you are not running as Administrator.
But in Server 2012, IE 11, I could not get the button to appear.
Mr. Google to the rescue and it turns out you have to add the site to "Trusted Sites", restart IE and then it magically appears.

ADFS : Metadata XML won’t display in IE
A number of people have commented on this problem with ADFS v2.0. It seems to be confined to Internet Explorer (IE).
Basically, the problem is that you want to display a site’s metadata so you browse to the URL (the https://xxxx//FederationMetadata/2007-06/FederationMetadata.xml one) and see … zip / nada / nothing / blank. WTF!
Two “solutions” that may help:
- Use Firefox
- Toggle the IE compatibility mode.

IE : Enter won't submit the form
Wasted hours trying to fix this problem with IE. Firefox works A-OK.
Using JSP and if you have a form with one input field and the Submit button is not labelled Submit, then IE will not submit the form data on Enter. You have to click the "Submit" button to get it to work.
So jumped into Stack Overflow and here's the answer to my question
